Children as Zone of Peace National Campaign (CZOP)

 

CZOP (Children as Zone of Peace National Campaign) starts in 2001 and made a loose coalition in 2003. This national campaign is a coalition of organizations working in the field of child rights (Children and Schools as Zones of Peace) including CSOs, INGOs. National Human Rights Commission and Unicef Nepal are observer members. Now CZOP has 49 member organizations and it is formally registered in 2017. It has emerged as a movement that advocates for the protection and promotion of children’s basic rights during and after armed conflicts.

Nepal’s CZOP campaign conceptualized and promoted the idea of children as a zone of peace as a general political agenda among political parties under child rights and child protection. The campaign is mainly to refrain children from engaging and associating in the party led political movement both armed and unarmed, and to have responsive interventions of support and relief from civil society to the victims/surviving children affected by conflict during the armed conflict period. By the continued lobbying of CZOP and CSOs, major political parties included children are zones of peace and Child protection issues in their election manifestos. Policy and program advocacy is a major area of CZOP for Child Rights Protection especially: protection and development.

 

CZOP is going to develop a strategic policy /position paper for national and focusing on local policy influence to develop retention strategy of girls and boys in school. An event conduct at province level to discuss on the paper. MoEST and NCRC representatives comments on the paper along with a representative parliamentary committee of education. Then, the paper finalizes. CZOP conduct a lobby meeting with MoEST, NCRC, and NHRC with recommendations on policy and program under CZOP-Plan CEFM Project.

 

A. Work

The strategic policy /position paper for national and focusing on local policy influence to develop retention strategy of girls and boys in school based on the following:

  1. Develop strategic policy /position paper for national and focusing on local policy influence to develop retention strategy of girls and boys in school up to secondary level by reviewing federal and provincial initiatives to retain especially girls including boys. The paper also focuses on the special protection needy children as of the children act 2075 (Section 48) and reducing/Ending child marriage.

 

Interested individuals and firms are requested to submit their expression of interest-based on the following requirements:

  1. VAT and other legal documents: registration, renewal with DAO, and Tax clearance certificate, if individual VAT registration needed
  2. The institution must deploy at least two individual with the CV of the interested individuals, at least Master degree in Education and development or Social Science or Law qualification, 10 years working experience in education and development or child rights issues of the team leader.

Or

Individuals Application: at least two CVs of the interested individuals, at least Master degree in Education and development or Social Science and LLM qualification, 10 years working experience in education and development or child rights issues.

One must be female.

  1. Institution or individuals experiencing on developing advocacy documents for quality and accessible education for children, especially for girls will be preferred.
  2. At least a sample previous work-related to this announcement need to submit.

CZOP will provide the Detail TOR after the expression of interest call upon request.

Terms of Reference

CZOP is going to develop strategic policy /position paper for national and focusing on local policy influence to develop retention strategy of girls and boys in school.     1. The analysis must be in the Nepali Language
    2. The length of the paper must be 35-40 pages(Girls and Boys)
    3. Three columns would be comparable or flow approach.
    4. Feedback must be incorporated by CZOP and its expert Team
    5. A PowerPoint presentation within 15 slides need to present in two events
    6. Feedback need to incorporate within the given framework.
    7. Develop 10/10 pages recommendations and policy advocacy three columns: Existing, Change needed and why the change needed (Legal provision).

B. Work B

CZOP conduct an event at the province/federal level to discuss the paper by inviting expert, defenders, CSOs and children. MoEST, NCRC, NHRC representatives comments on the paper along with a representative parliamentary committee of education. The work A consultant firm/individual presents the findings in the event, CZOP covers the travel and food of a lead consultant. Then the consultant/firm incorporates the feedback.

 

C. Work C

CZOP conduct a lobby meeting and submit the with MoEST, NCRC, and NHRC with recommendation on policy and program. CZOP also aware publicly of the flyer in its means of communication.
